Dubai has introduced a new law to regulate shared housing, bringing greater transparency, safety, and accountability to the emirate’s growing rental market. Issued by Sheikh Mohammed bin Rashid Al Maktoum, the legislation establishes a clear legal framework for the management and occupancy of shared accommodation, ensuring that both property owners and tenants benefit from safer and better-regulated living conditions.

The new regulations are designed to reduce overcrowding, eliminate informal housing arrangements, and strengthen compliance with building and safety standards. Under the law, any property intended for shared housing must obtain the necessary permit from Dubai Municipality. These permits will be issued in coordination with the Dubai Land Department, and all shared housing units must meet strict requirements related to occupancy limits, fire safety, sanitation, security, and overall building quality.

Another major feature of the legislation is the prohibition on tenants subleasing shared accommodation without authorization. Only property owners or licensed management companies are permitted to lease shared housing units. The law also introduces penalties for violations, with significant fines for non-compliance and additional enforcement measures for repeat offenders.

Dubai Municipality will oversee the implementation of the new framework, while the Dubai Land Department will maintain a dedicated electronic registry for shared housing and develop standardized lease agreements. The authorities will also introduce a rental indicator specifically for shared accommodation, providing greater transparency for landlords, operators, and tenants.

The new shared housing law reflects Dubai’s ongoing commitment to improving housing standards, protecting residents’ rights, and supporting a sustainable real estate market. By creating a structured regulatory environment, the emirate aims to offer safe, affordable, and well-managed shared living options while maintaining the high standards that define Dubai’s residential sector.
