Property owners and real estate operators in Abu Dhabi have been given until September 16, 2026, to obtain or renew their building occupancy certificates under a grace period announced by the Department of Municipalities and Transport (DMT). The initiative aims to improve building safety, ensure compliance with municipal regulations, and maintain high-quality living standards across the emirate. Owners who fail to meet the deadline could face administrative fines of up to Dh1 million, along with mandatory corrective actions for any violations identified.
An occupancy certificate confirms that a building is structurally safe and meets all technical, legal, and regulatory requirements for use. Depending on the property type, these certificates can remain valid for up to five years and must be renewed before they expire. Applications must be submitted through licensed engineering consultancies using Abu Dhabi’s Municipal e-Permitting System. Property owners who begin the application process before the deadline may also qualify for an additional six-month extension to complete the required inspections and documentation.
To obtain or renew the certificate, buildings must successfully pass several safety inspections, including structural stability assessments, fire and Civil Defence approvals, gas system inspections, plumbing compliance, and air-conditioning and ventilation checks. Authorities have encouraged owners and management companies to begin the process early to avoid delays and ensure full compliance with the new regulations.
The Abu Dhabi Real Estate Centre (ADREC) will support the implementation by identifying non-compliant properties and contacting owners directly. Buildings without a valid occupancy certificate will also be unable to register new residential tenancy contracts through Tawtheeq, which could significantly impact leasing activities. Municipal inspection teams will continue monitoring properties across the emirate to ensure compliance and improve overall building safety for residents and investors.
This latest initiative reflects Abu Dhabi’s continued commitment to strengthening its real estate sector through higher safety standards, improved regulatory compliance, and better protection for residents. Property owners are advised to complete their applications well before the September 16 deadline to avoid penalties and ensure uninterrupted property operations.
